When I build an incinerator, the building is black and says "not operating". I literally make electricity for the city itself with trash burning, but still. Put an oil power plant and an incinerator (not a recycler) in both of these areas. So, my population is around 70k and recently all the trucks for the incineration plants have been broken and not spawning in any trucks.
